Group seeks shift in who pays bills for some recycling

Manufacturers would be responsible for paying for recycling or disposal.

Ellie Leonardsmith has been photographing Aquidneck Island residents in their basements with their accumulated excess paint cans - and now the photos will be put on exhibit for the public.

This photography show has a concrete goal: increasing support for producer responsibility legislation in Rhode Island, which would establish manufacturer- funded collection and recycling programs for paint, mattresses and medical sharps, all of which pose significant financial and environmental burdens for cities and towns.

Committee Votes In Favor Of Waste To Energy For Woonsocket

A bill which would allow Woonsocket to pursue a waste to energy facility, making an exception to the statewide ban on trash burning, has received a positive vote from committee and could be headed to the House floor before the end of legislative session.   

Of the 14 members of the House Municipal Government Committee, the group tasked with evaluating legislation specific to municipalities within the state, nine voted in favor of H 5315 on Thursday.  Rep. Jon Brien (D-District 50, Woonsocket) is the sponsor of the bill, opposed by environmental advocates who question the safety of such facilities and fear it will reduce recycling. Currently there are 86 waste-to-energy plants operated in 24 states including nearby Massachusetts and Connecticut.

Environmental Groups Oppose Waste To Energy Bill

Renewable energy advocates and environmental organizations today denounced legislation introduced by Rep. Jon Brien (D-Woonsocket) that would overturn the state ban on municipal waste incineration and would define trash burning as renewable energy.

The bill would allow a municipal waste trash incinerator to be built in Woonsocket and is scheduled for hearing today in the House Committee on Municipal Government.
