New England for Offshore Wind

Clean Water Action is a leading partner in a new coalition dedicated to building out offshore wind power to meet our growing clean energy needs. Campaign values include ensuring a careful process to protect aquatic life, advancing high road job creation to build a new workforce and pathways out of poverty for local residents, and avoiding more polluting energy sources that often get located in low income and communities of color.  Importantly, offshore wind can reduce the health burden on Massachusetts residents, which MIT estimates at over 800 premature deaths annually from fossil fuel-based electricity generation.

Energy at the Crossroads

Offshore wind provides a once-in-a-generation opportunity to move away from polluting sources like fracked gas and instead maximize cleaner choices. Offshore wind resources have the potential to increase our energy reliability, diversity and cost-savings while reducing fossil fuel imports and carbon pollution.  Because Massachusetts has among the best wind power potential of any area in the nation, we are uniquely situated to take advantage of this clean energy tool.

Growing Opportunity

Electricity from U.S. offshore wind farms is anticipated to reach 22,000 megawatts by 2030 and 43,000 megawatts by 2050. U.S. Department of Energy reports estimate over 40,000 new offshore wind jobs will be created by 2030. In addition, wind power costs 69% less today than it did in 2009 according to the American Wind Energy Association

WHAT YOU CAN DO: Contact your state legislators and support An Act to Promote Offshore Wind Energy and Renewables (H3302/S2155) – Rep. Dylan Fernandes and Senator Julian Cyr

  • Authorizes additional offshore wind procurements 
  • Requires that all projects avoid, minimize and mitigate environmental impacts and requires funding for ongoing monitoring 
  • Promotes minority economic participation by requiring developers to include Diversity & Inclusion plans in their projects with regular reporting of results 
  • Adds funding for research and workforce development  
  • Establishes transparency and disclosure on workforce plans and past practices 
  • Encourages private, institutional, and municipal procurements
